Ten years after the beginning of the large-scale humanitarian relief operation undertaken to help the Khmer people, the International Committee of the Red Cross (ICRC) analyses the impact of its actions. It does so by giving a voice to refugees themselves, as well as to the men and women - whether working for the UN, the Red Cross or an NGO - who have tried to help them over the years, whithout in the end really solving the main issue: that of returning to their homes.
