Hugo Slim of the Oxford Institute of Ethics, Law and Armed Conflict (ELAC) talks about the importance of applying the humanitarian principles of impartiality and neutrality to secure access. In particular he discusses the dilemma of crossing borders to reach people in need when permission to do so has been denied. He also talks about ethical and legal issues raised by emerging forms of warfare such as cyber attacks.
