"The situation in Syria is a human tragedy with alarming consequences. The human suffering has reached unprecedented levels and there appears to be no end in sight. The humanitarian needs are immense. There are acute shortages of vital medical supplies, food and water especially in areas that have been sealed off since months now and to which the ICRC and Syria Arab Red Crescent has not been given access.
Together with the Syria Arab Red Crescent, we remain committed to respond to the needs wherever they are, whatever they might be, provided that humanitarian action can take place and that we are given unconditional access to all areas.
International humanitarian law strictly prohibits the use of chemical weapons. Any use of such weapons is a serious violation of the law of war.
The parties to the conflict must ensure a rapid and unimpeded access of humanitarian access to the civilians in need. Also the wounded and sick, whether civilians or combatants, have the right to medical care without any delay."
