Assisting people and communities in better withstanding and recovering from shocks today is more effective than responding to crises tomorrow. As conflicts are increasingly protracted, the ICRC works to make its beneficiaries more resilient, while noting that resilience does not exonerate warring parties of their obligations under international humanitarian law. Christos Stylianides, EU commissioner for humanitarian aid and crisis management and Peter Maurer, president of the international Committee of the Red Cross explain how we can strengthen the resilience of local communities.
