"After the PLA's (People's Liberation Army) General Political Department had restored relations with the ICRC this summer, the regional delegate and FAS (Forces Armées et de Sécutité) delegate visited its Xi'an Political Academy [on October 15, 2008].
They provided a day of presentations on the work of the ICRC and on IHL and its national implementation - including notably its integration into military doctrine, education, training, weapons review and sanctions systems. The event was attended by some 200 students of the school and most of its faculty as well as the senior PLA representative on China's National IHL Committee (established in 2008), who had traveled to Xi'an specifically for the purpose. A roundtable discussion with faculty and senior students took place on the second day and provided valuable (if incomplete) information on the state of integration in the PLA. The academy is one of the General Political Department's two educational institutions and has been designated the "hub for the study of IHL" in the PLA. The vast majority of the PLA's legal advisers and many of its political commissars graduate from Xi'an. A visit to the PLA's other political academy is planned before the end of the year.
The event was a useful first step and a positive gesture after the deadlock of recent years; the lectures were the first delivered by the ICRC at a chinese military facility since 2005. The event was however only a small first step towards re-establishing good relations and systematically mapping out the PLA's education and training system - known to the ICRC only from its ad hoc visits in the 1990s and early 2000s. The ICRC's understanding of the PLA's doctrinal limitations with regard to IHL is even less developed; it will perhaps be enhanced during the visit to ICRC headquarters by a senior PLA delegation at the end of November. The group will be led by the National IHL Committee representative that hosted the delegates in Xi'an." (Bulletin interne BI 2008/38)
