In 2013, the old town of Homs was at the center of violent combats causing terrible damage.
Two years later, a few kilometers away, civilians do not have access to water, food, or basic medical care.
The International Committee of the Red Cross (ICRC) and the Syrian Arab Red Crescent must go to the residents to help them. To do so, Robert Mardini, regional director of operations for the Near and Middle East, appeals to the various parties to the conflict to allow access to civilians.
