Description :
In 2015, the ICRC Mission in the Kyrgyz Republic has completed a huge construction and renovation project in the Penal Institution-31. It took four years to embody ambitious plans of the Government of the Kyrgyz Republic and the ICRC to unify tuberculosis treatment of detainees in one Penal Institution. The complex of constructed and renovated buildings on the territory of the Penal Institution-31 is intended for detainees suffering from different forms of tuberculosis. It meets all infectious control requirements and is equipped with the necessary medical facilities and tools for a successful tuberculosis treatment.
The project was implemented in several stages and all of them were thoroughly described in a Memorandum of understanding (2012) signed by the ICRC, the Ministry of Health and the State Service of execution of Punishments (GSIN) of the Kyrgyz Republic.
The first stage included the construction of a medical unit and the rehabilitation of two two-storey buildings for patients with negative (non-contagious) form of tuberculosis, each with a capacity of 70 people, and comprising a living area, a library and a working place.
In 2013, the ICRC completed the construction of a two-storey hospital for 60 patients suffering from multi-drug resistant tuberculosis and extensive drug-resistant tuberculosis. To create a favorable environment for the patients’ speedy recovery, the hospital comprises restrooms, a kitchen, a canteen and medical consultation rooms. The same year, the ICRC carried out the rehabilitation of a barrack for socially vulnerable patients, and the construction of a barrack for defaulters or those who refuse treatment.
In 2014, the construction of two boiler houses to heat all existing facilities in the penal Institution-31 was completed and the works then focused on the construction of a special complex for life-sentenced tuberculosis patients. Moreover, the works included the construction of an electric sub-station, shower rooms, laundry and sewage system. By November 2015, all construction and rehabilitation works in the Penal Institution-31 were completed.
Today, the new infrastructure and the improvements of the conditions of detention allow tuberculosis patients to undergo their daily treatment in a more adequate environment and have thus better chances to recover.
