Description : Experts from Bolivia, Brazil, Colombia, Costa Rica, Cuba, El Salvador, Guatemala, Honduras, Paraguay, Peru, Panama and Venezuela debated challenges, ideas, lessons learned and possible solutions to current prison systems. They also discussed prison design, operation and national standards for penitentiary structures. Participants agreed that the impact of their work not only benefits those deprived of liberty but also society as a whole.
Overcrowded prisons, with inadequate infrastructure, sometimes improvised, insufficient water and sanitation services, lack of access to health, among others, are common scenarios in several countries of the region and the world. This situation has an impact that goes far beyond the penitentiary scope. It is an inadequate environment for the re-socialization of persons deprived of liberty, who will then be reintegrated into their communities.
These inadequate conditions create risks for public health, when epidemics are not stopped in time ; for security, when riots and other situations arise due to the discontent of the detainees ; and risk of suffering direct consequences of emergencies that start in prisons, as in fire cases, to mention a few.
The International Committee of the Red Cross (ICRC), with more than a century of experience working in detention centers, supports prison authorities to improve prison systems and detention conditions for detainees and promotes the exchange of experience and knowledge among competent persons and institutions worldwide. In this context, the ICRC, in collaboration with the Government of Costa Rica, will facilitate the next infrastructure workshop.
