Description : Armed violence affects many Brazilian cities. The humanitarian consequences are serious. The International Committee of the Red Cross (ICRC) works with local governements to prevent and reduce the risks of this situation. With this in mind, the ICRC developed the Safer Access method for essential public services. Safer Access (SAF) seeks to ensure that schools, hospitals, health clinics, and social welfare centers remain open, helping to preserve free access to these services for both the community and for the professionals who provide them.

Essential aspects of Safer Access (SAF):
1. Analysis of the context and risks;
2. Risk treatement;
3. Crisis managemet;
4. Stress management.

These measures give professionals more autonomy. They can work and serve the population because they are less vulnerable, which is fundamental for residents who live in communities located in areas of risk.
How it works? The ICRC works in partnership with local governments, training multipliers who train other professionals of public agencies in their regions.

In Brazil, Safer Access (SAF) has already been implemented in areas that have a high level of vulnerability to armed violence: Duque de Caxias (RJ), Florianópolis (SC), Porto Alegre (RS), Rio de Janeiro (RJ) and Fortaleza (CE).
