"It's always difficult to talk about the rules of war," said Geordie Rajch Kurko, an International Committee of the Red Cross (ICRC) delegate working in the most difficult conflict zones.
However, as his personal experience shows, there are always local traditions and values that limit atrocities in war, just need to know how to talk about them.
