Precarious detention conditions are a recurrent problem in the world.
In Panama, the International Committee of the Red Cross (ICRC) is working alongside the prison authorities and prisoners themselves to improve decent living conditions while training them in their reintegration into society. To this end, the ICRC and the Directorate General of the Prison System are implementing a programme to maintain prison infrastructure at the La Joya and La Joyita centres.
This initiative consists of training prisoners in technical trades. The training is provided by the National Institute of Vocational Training and Training for Human Development (INADEH), which certifies that inmates receive the best possible training.
To evaluate their learning and put what they have learned into practice, INADEH facilitators hold practical workshops in real time, where inmates collaborate in improving spaces that have been set aside for classrooms and learning workshops. These are the same spaces where they will continue their training process in welding, carpentry, plumbing, electricity, etc.
This innovative laboratory has shown that, with very small changes in the buildings, it is possible to have more humane spaces. The impact of the program goes beyond simple repairs: it means that detainees will be able to have a trade learned or perfected during their time in detention and that when they are released they will be able to exercise it, strengthening their process of re-socialization.
This pilot programme is a win-win relationship. INADEH provides the technical and practical training; the ICRC provides the experience and technical advice; the prison system executes and leads the processes and together with the brigades that make up the prisoners, the spaces are maintained. It is using architecture and engineering to promote the re-socialization of people.
Las precarias condiciones de detención son un problema recurrente en el mundo.
En Panamá, el CICR trabaja junto a las autoridades penitenciarias y los propios privados de libertad para mejorar las condiciones de vida dignas, al tiempo que son capacitados para su reinserción en la sociedad. Para ello, el CICR y la Dirección General del Sistema Penitenciario ejecutan el programa Mantenimiento a la Infraestructura Penitenciaria en los centros La Joya y La Joyita.
Esta iniciativa consiste en formar a privados de libertad en oficios técnicos. Las capacitaciones las brinda el Instituto Nacional de Formación Profesional y Capacitación para el Desarrollo Humano (INADEH), que certifica que los internos reciban la mejor formación posible.
Para evaluar su aprendizaje y poner en práctica lo aprendido, los facilitadores del INADEH realizan talleres prácticos en tiempo real, donde los internos colaboran en la mejora de espacios que han sido destinados para salones de clases y talleres de aprendizaje. Estos son los mismos espacios donde continuarán su proceso de formación en soldadura, ebanistería, plomería, electricidad, etc.
Este laboratorio innovador ha demostrado que, con cambios muy pequeños en las edificaciones, es posible tener espacios más humanos. El impacto del programa va más allá de una simple reparación: implica que los detenidos podrán contar con un oficio aprendido o perfeccionado durante su tiempo en detención y que al recuperar la libertad podrán ejercer, fortaleciendo su proceso de resocialización.
Este programa piloto es una relación –beneficiosa para todas las partes. El INADEH aporta la formación técnica y práctica; el CICR aporta la experiencia y asesoría técnica, el sistema penitenciario ejecuta y lidera los procesos, y junto a las brigadas que conforman los privados de libertad, se logra dar mantenimiento a los espacios. Es utilizar la arquitectura y la ingeniería en favor de la resocialización de las personas.
