"Less lethal weapons" can cause serious injury or even death: batons, tear gas or pepper spray, rubber and plastic bullets, stun grenades, electric shock weapons. They must not be used against peaceful or non-threatening individuals or crowds, or in place of non-violent de-escalation methods. They should only be used when absolutely necessary and proportionally to the threat faced. Their use must be strictly controlled and medical care must be provided following their use.
