Description :
During peaceful demonstrations, police and security forces can't consider an entire crowd as violent just because some individuals turn to violence. Negociation and mediation must come first. If force is used, it must be proportionate to the threat faced, and just the minimum to neutralize violence and minimize injury. When military forces are deployed, they must acknowledge that demonstrations require different approaches, tactics and legal constraints than in combat. Firearms are a last resort used only to save lives when all less violent means have been exhausted.
