In today's armed conflicts, the risk of cyber attacks is real: crashing hospitals' it systems, switching off entire cities, poisonning water supplies. Most critical services and essential infrastructure have internet interfaces. They can be targeted from anywhere in the world. And malfare, once unleashed can spread far beyond its target. Over 100 states are developing military cyber capabilities.
Yet even wars have limits. The laws of war restrict the use of weapons, including cyber weapons. Civilians and their infrastructure must not be attacked. Neither physically nor through cyber means. Malware that causes indiscriminate damage is prohibited. International humanitarian law (IHL) must be respected during cyber operations in armed conflicts.
