He also recalls thet the ICRC has been responding to humanitarian needs in Donbas since 2014 and continue to respond to the emergency situation there by scalling up its response.
The ICRC message is the same today as it was before : civilians and infrastructure providing essentials services to the population must be protected during armed conflicts.
