International armed conflicts are unpredictable, but their consequences are not. Military personnel, either in their own country or when deployed abroad, may be captured by an adverse party, die in its custody, or be killed in action. The same goes for civilians, too often the main victims. They may find themselves in the hands of the adverse party, including in situations of occupation.
When states are at war, how can we ensure information about the fate and whereabouts of those people reaches their homeland and families?
The Geneva Conventions of 1949 provide an answer: States need to establish National Information Bureaux or NIB in peace time to be activated in international armed conflict. With the Central Tracing Agency of the International Committee of the Red Cross (ICRC), acting as a neutral intermediary, together they can ensure information is centralized and reaches families.
The ICRC has stepped up its efforts to address states’ preparedness to deal with the separated, the dead and the missing. It is here to support states in their endeavours to implement international humanitarian law at the domestic level, to keep families in touch, even in war.
