Hostilities in the Russia-Ukraine armed conflict have had an outsized effect on essential infrastructure, leaving millions of people with severely disrupted access to water and electricity. Homes and schools have been damaged or destroyed. This is mos devastating for vulnerable people like children,, elderly persons, people with disabilities, or injured.
Attacks on civilian infrastructure are prohibited under international humanitarian law (IHL). And civilians must be protected during military hostilities.
The International Committee of the Red Cross (ICRC) have been working with local authorities and the Ukrainian Red Cross Society in areas affected by the fighting, to restore damaged infrastructure and provide material for repairs. 40,000 houses have been repaired. 1.3 million people have restored access to central heating. Over 8 million have access to safe, clean drinking water. And the ICRC has given 63 million Swiss francs in cash to help households meet their basic needs.
It will continue to support those in need throughout the winter and beyond.
