Description : Cordula Droege, ICRC Head of the Legal Division, IHL points out that the legal framework binding all parties to armed conflicts. That being so, to effectively communicate and anchor the protection owed to people affected by armed conflict during their dialogue with armed forces and non-state armed groups, humanitarian organizations can also draw on norms, ethics, and standards from cultural traditions and practices, as well as other legal frameworks such as Islamic law, when there are points of correspondence with IHL. To be truly effective, IHL must be recognized for what it is – a universal framework, crafted by all, for all – to be respected in all contexts.
