In many armed conflicts around the world, the plight of missing and forcibly disappeared people, and of their families is a silent tragedy – a wound that lingers far beyond the battlefield and long after the guns fall silent.
Cordula Droege, ICRC Head of the Legal Division, points out that in armed conflict, international humanitarian law and human rights law require warring parties to take measures to ensure that people do not go missing. If they do go missing, the parties are required to take all possible measures to ensure their fate be uncovered and their families informed.
