Humanitarian engagement with armed groups has long been a defining feature of the International Committee of the Red Cross' (ICRC) work. Direct contact and dialogue with armed groups, enable access to territories and persons they control, and allow the ICRC to assist people affected by armed conflict. Engagement with armed groups includes the promotion of IHL and other legal frameworks in order to ensure respect for the law and to reduce harm to victims.
Based on engagement with armed groups and analysis of their practice the ICRC is launching two new publications on:
'Detention by Non-State Armed Groups: Obligations Under IHL and Examples of How to Implement Them'
'Reducing Civilian Harm in Urban Warfare: A Handbook for Armed Groups'
Event organized at the ICRC headquarters by the Law & Policy Outreach unit.
