Online discussion to present and introduce the ICRC's new report on avoiding civilian harm during military cyber operations in armed conflicts.

This international panel of experts provides answers to questions such as:
How do armed forces assess and measure the risk of causing civilian harm in cyberspace?
In what ways is the increasing militarization of cyberspace creating risks for civilian populations?
How have military cyber operations been used in armed conflicts so far, and how is their use likely to evolve in the future?
What measures can be taken to mitigate these risks?

States remain reluctant to disclose or even discuss their military cyber capabilities, including how these capabilities are employed during armed conflicts. This makes it particularly challenging to develop an understanding of how armed forces assess and mitigate risks to civilians. As part of its work monitoring the development of new technologies that are, or could be, used as means and methods of warfare during armed conflicts, the ICRC convened a group of independent experts in January 2020. This group included participants with practical experience in conducting military cyber operations, cybersecurity strategists and analysts, and academics with relevant expertise. They analyzed and exchanged views on the conduct of military cyber operations, including the assessment of risks to civilians and the procedures and practices that might be implemented to mitigate those risks.
