Is there a direct link between violations of international humanitarian law (IHL) and displacement during armed conflicts? Can respect for IHL prevent displacement? These are some of the many questions related to IHL and displacement that arise during armed conflicts, and which the ICRC sought to answer with evidence-based findings through a research study titled "Displacement in times of armed conflict: How international humanitarian law protects in war, and why it matters."
This event marked the launch of the findings of this study, which examines the intersection between IHL and displacement, providing insights into whether violations of or respect for IHL have a fostering or mitigating impact on displacement. During the launch, Dr. Cédric Cotter, a researcher in law and policy at the ICRC, presented the key findings of the study. Following his presentation, he joined a roundtable discussion with representatives from the ICRC, the Internal Displacement Monitoring Centre (IDMC), the European Union delegation to the United Nations in Geneva, and other international organizations. Together, they delved deeper into the report's implications and shared insights on the lessons to be drawn.
Background
This study is the first in the IHL Impact research series. Conducted under the umbrella of the Changing the Narrative on International Humanitarian Law initiative, the research collects evidence to showcase the real impact of IHL during armed conflicts and examines the effects of both compliance with and violations of IHL.
