On 30 August, in honor of the International Day of the Disappeared, the ICRC is organizing a conference to highlight the importance of remembrance and to share the story behind the origins of this day. Although the world is changing, our responsibility towards missing persons and their families remains the same. How can we best help responsible authorities address the needs of missing persons and their families? And how do these needs change when the missing person is deceased? This conference is part of the ICRC’s Conference Cycle on "Generating Respect for the Law."
Today, thousands of people are searching for a missing relative while keeping their memory alive through remembrance and concrete actions. It is unclear how many people are currently missing worldwide, but this issue affects every country. Moreover, migration is at an unprecedented level, and the world is witnessing the largest number of displaced people since 1945. Unfortunately, not everyone completes the journeys they begin.
In 1977, after her daughter disappeared, Estela Carlotto joined other mothers of Argentine citizens who had gone missing to launch a campaign to uncover the fate of their children and grandchildren. Their gathering and march around the Plaza de Mayo inspired global efforts to search for missing persons, as well as the establishment of an international annual day of remembrance for those who are still missing.
Forty years after the first gathering at the Plaza de Mayo, Ms. Carlotto, now President of the Association of the Grandmothers of the Plaza de Mayo and a prominent activist, shares her story during this panel. No life is too small or insignificant to defend, honor, restore, or remember. Ms. Carlotto has fought against forgetting through her mere presence, and this fight continues to this day.
