Description : On the 10th of November 1998, the International Committee of the Red Cross (ICRC) will formally launch, at the Imperial War Museum in London at 18.30 GMT an ambitious "listening-in" project (consultation) entitled "People on War". This project, backed by the slogan "Even Wars have Limits", will mark the fiftieth anniversary of the Geneva Conventions (12th August 1949 - 12th August 1999). Between then and July 1999, this project, expertly guided by a professional research and analyst agency (Washington-based Greenberg Research Inc) will target a dozen countries affected by conflict. In this way, tens of thousands of people, civilians and combatants of various hues, around the world will be asked to give their views on war and those rules, such as the Geneva Conventions, that were conceived to give protection to non-combatants and especially to civilian populations. The consultation involves the filling in of a thousand individual questionnaires, the organising of eight to ten specialised "focus groups" (displaced people, soldiers, paramilitary, former hostages...) and dozens of "individual in-depth interviews to fine-tune opinions in each country. In due course, a country report will be produced and made public. Through this "People on War" project, the ICRC hopes to generate a world-wide and result orientated debate. Colombia was chosen as the first country to host the ICRC/Greenberg consultation, this is being done between the 26th of October and 15th of November 1998. The next consultation will take place in Bosnia in December.
