In November 1998, the International Committee of the Red Cross formally launched its “People on War” project with the first consultation taking place in Colombia. The opinion survey team travelled throughout Colombia recording the views of hundreds of people affected by the conflict - among them soldiers, guerrillas, former hostages, medical personnel and members of the general public. The stories that emerge from this first consultation will provide an important insight into some of the dilemmas facing people caught up in conflict and indicate what may be done to ensure greater respect for international humanitarian law.
