Description : Normal management and supply of health services are not possible in the middle of a war. Health care practioners and civilians are under constant threat, systems break down. As a result, the International Committee of the Red Cross (ICRC) has been using the strategy for primary health care, or PHC, which was developed by the World Health Organization and UNICEF. The ICRC adapts the PHC programme according to the level of conflict. In some countries it is carried out in parallel with emergency action; in others where the fighting has ended, the ICRC begins long-term projects designed to help the communities affected rebuild their health care systems. This video highlights the ICRC's PHC activities in three countries with very different challenges - Bosnia, Sudan and Colombia. It illustrates how the ICRC developed strategies in response to the needs of each region which go beyond providing medicines and treatment.
