Description : Against a background of repeated clashes between separatist movements and the Philippine armed forces, the security situation in the Philippines remains tense. The International Committee of the Red Cross is continuing its work to protect and assist civilians affected by violence. The ICRC makes regular visits to prisoners who are detained in connection with the conflict in the Philippines, checking their treatment and the conditions under which they live, and reporting back to the authorities when necessary. As part of its humanitarian role, the ICRC also funds family visits for so-called ‘security detainees’ - usually prisoners held on suspicion of involvement with insurgent activities. Many of the prisoners visited by the ICRC come from the southern islands of the Philippines, including Mindanao and Basilan, and are held hundreds of kilometres north in the capital Manila. Without help from the ICRC it would be impossible for families to make the long journey. Particularly vulnerable are those held on remand for months or years pending trial, not knowing when they will be charged or released.
