Bangladesh: Anti-crime force enhances its knowledge of human rights principles
Dhaka (ICRC) – On 27 and 28 May, the Rapid Action Battalion (RAB), an anti-crime force, will participate in a series of training sessions on humanitarian principles and international human rights law incorporated in domestic legislation.
The sessions will be jointly organized by the RAB training department and the International Committee of the Red Cross (ICRC).
Fifty officers will take part in the training, which will cover international standards governing the use of force and firearms, arrest and detention, the code of conduct for law enforcement officials, and international humanitarian law. The participants will also learn about the ICRC's mandate and activities, mainly in the areas of protecting the rights of detainees, tracing missing persons and assisting victims of violence.
The sessions, which will be inaugurated by the commanding officers of the battalions participating, will be led by Michael Dynes, the ICRC's regional police and security delegate, and Subinoy Dutta, the organization's communication officer for police and security forces.
In the last four years, the ICRC has held a number of similar training courses both for the RAB and for the Bangladesh Police Service. "The RAB views our initiative as helping it to achieve its aim of complying with human rights law," said Mr Dynes.
The ICRC has been working since 2006 in Bangladesh, where it promotes greater understanding of international humanitarian law among the authorities, the armed and security forces and academics. In close cooperation with the Bangladesh Red Crescent Society, it assists people adversely affected by tensions, violence and disaster. In 2010 the ICRC and the Bangladeshi government signed a headquarters agreement which enhances the ability of the humanitarian organization to carry out its activities in the country.
