Description : The Senior Workshop on International Rules governing Military Operations (SWIRMO) is the centrepiece of the ICRC's strategy to improve the respect for IHL amongst armed forces. Its fifth edition just took place in South Africa.

For the first time in its five-year history, SWIRMO took place outside Switzerland, indeed outside of Europe. In cooperation with the South African authorities, the ICRC convened over 60 senior military officers from as many countries at the Military Academy in Saldanha, 120 km north of Cape Town, to discuss the implications of IHL and international human rights law on military detention, the conduct of operations in armed conflict, and military involvement in law enforcement operations.

Under the guidance of six seasoned instructors, most of whom have participated in previous SWIRMO editions, the workshop focused on translating legal principles into sound action on the ground.

Although most participants had previous knowledge of IHL and IHRL, SWIRMO encourages new perspectives, notably on the application and integration of the law.
