During the year 1943, the Joint Relief Commission of the International Red Cross was entrusted with the purchase, shipment and distribution of food and medical supplies donated for the civilian Norwegian population.

Inspection of standard canteens.
in the course of his mission, the delegate was invited to visit Red Cross institutions. Accordingly, he was able to observe the functioning of two canteens which were beginning to receive the food supplies allotted them out of the Joint Relief Commission consignments, and which may be considered as standard canteens.
He was thus present at a meal served to the pupils of Sarpsborg in the large and well-lighted refectory, taken over from a factory by the Norwegian Red Cross. The next day, at the Tonsberg nursery, in the Vestfold, he was able to watch the small children at play, who are looked after during the day. The menus included a meat soup, which was much appreciated both by the children of the Tonsberg sailors and by the elder pupils at Sarpsborg.
The general behaviour and atmosphere were excellent in both institutions. This social assistance is completed by health care given by Red Cross nurses and medical supervision by the school physicians.
