The following was issued as a press release by the ICRC delegation in Kampala on May 6 2006.
General Nyakairima thanked the ICRC for supporting the UPDF in their efforts at developing the expertise the instructors, stating that they will implement the three-year cooperation program the UPDF has signed with the ICRC. He acknowledged the good relationship that existed between the UPDF and the ICRC.
The ceremony also saw the signing of three key military directives that will pave the way for the continuation of the cooperation programme between the UPDF and the ICRC:
- a Ministry of Defence Directive signed by the Minister of State for Defence on the Dissemination of the Law of Armed Conflict at all levels of the UPDF;
- Chief of Defence Forces Directive on the training of UPDF IHL instructors;
- a plan to implement the first phase of the Memorandum of Cooperation between the MOD/UPDF and the ICRC.
