Third universal meeting of National Committees for the implementation of international humanitarian law
International Conference Centre, Geneva, 27 - 29 October 2010

The ICRC'Advisory Service on international humanitarian law invites representants of all the National Committees (*) for the Implementation of international humanitarian law (IHL) to the Third Universal Meeting of National Committees on International Humanitarian Law, which will take place at the International Conference Centre of Geneva from 27 to 29 October 2010.

The objective of the meeting that is the third of its kind is twofold. It will offer an opportunity for National Committees for IHL from all parts of the world to meet and exchanges views and best practices on their respective role and activities. It will also discuss legal measures and national mechanisms required to support an integrated system for the repression of serious violations of IHL. This topic will provide an opportunity to take stock of domestic measures to punish breaches of IHL.

More particularly, the meeting will aim to:

explain the scope of an integrated system for the repression of serious violations of IHL and provide an overview of the legal and institutional framework required at domestic level, stressing the role of the ICC Statute;
update participants on recent developments pertaining to the incorporation at domestic level of the necessary provisions and mechanisms for the repression of serious violations of IHL;
provide a forum for discussing tools to assist and support National IHL Committees in implementing an efficient system for repressing serious violations of IHL, drawing particular attention to the legal and institutional framework required at domestic level;
discuss the key role of National IHL Committees in incorporating serious violations of IHL into national legislation and ensuring that such legislation has the maximum preventive effect.


* National Committees for the Implementation of international humanitarian law
Implementation of IHL requires States to adopt a number of domestic laws and regulations. To facilitate this process, many States have created either national interministerial working groups, often called committees for the implementation of IHL, or national humanitarian law committees. Their purpose is to advise and assist the government in implementing and spreading knowledge of IHL.
