Description : To assess the conditions of the detainees, I discuss in private and without any guards or other witnesses with the detainees," says the ICRC employee in charge of the detention visits in Liberia. "The ICRC working method while visiting detainees remains the same in all countries where ICRC visit prisoners. The discussion without witness with inmates and keeping a constructive dialogue with prison authorities is an important part of it."

ICRC detention visits in Liberia aim to ensure that prisoners, whatever the reason for their arrest and detention, are treated with dignity and humanity, in accordance with international norms and standards. ICRC delegates work with the authorities to improve both the treatment and conditions of people in detention.

In 2013, the ICRC in Liberia:

* Visited over 1'838 detainees in 22 places of detention, including prisons and police stations
* Supported the Bureau of Corrections and Rehabilitation, Ministry of Justice to improve water and sanitation infrastructure for 1'342 detainees in 8 prisons
* Provided soap to 1'700 detainees in all 16 prisons across Liberia
* Organized supplementary feeding for 152 malnourished prisoners at the Monrovia Central Prison
* Assisted several foreign detainees to get in contact with their relatives abroad
* Provided more than 2'000 blankets, 1840 mats, 500 buckets, 600 jerry cans, 75 water barrels, 1'000 food plates and several dozens of mosquito nets to over 2'000 inmates held in all 16 prisons across Liberia
* Continued to provide essential drugs in 16 prisons for treatment of detainees and to improve prison health care services in support of the Ministry of Health & Social Welfare
* Participated in a prison monitoring training for more than 30 members of the Independent National Commission on Human Rights, civil society organizations and the Ministry of Justice

As part of ongoing efforts to reinforce the capacity of prison health workers and corrections officers, the ICRC organised a Prison Health Seminar with the Ministry of Health and Social Welfare and the Ministry of Justice.
