Description :
As a part of a dialogue between the ICRC and the Collective Security Treaty Organisation (CSTO) as well as bilateral cooperation with the Ministry of Defense of the Republic of Belarus, the ICRC participated in the 5th CSTO-led peacekeeping field training exercise "Enduring Brotherhood", which took place in Belarus from 23 to 27 of August 2016.
According to the exercise scenario, the UN Security Council had entitled the CSTO to conduct a peacekeeping operation in the context of a non-international armed conflict. As humanitarian issues were reflected in the exercise documents, the ICRC was invited to conduct a series of training sessions on IHL to familiarize participants with the legal background of peacekeeping operations and the relevant applicable humanitarian principles and norms. The highlight of ICRC’s engagement was a briefing for the peacekeeping forces' commander in chief.
With regard to the practical part of the exercise, the ICRC and the Belarus Red Cross demonstrated their actions at an IDP collecting center where high officials and guests were familiarized with RFL and tracing activities. Two ICRC cars and two BRCS trucks simulated a humanitarian convoy on the ground.
In total, more than 1500 troopers from Belarus, Russia, Armenia, Tajikistan, Kazakhstan and Kyrgyzstan participated in the event. Military attaches from Serbia and Baltic States as well as UNHCR representatives attended a final stage of the exercise.
The CSTO Secretary General and his deputy, the Defense Minister of Belarus, chiefs of the general staffs of Armenia, Belarus and Kazakhstan visited different events during the exercise.
