Description : "The International Committee of the Red Cross (ICRC) delegation in Jordan in partnership with the Jordanian Armed Forces hosted a regional workshop on Emerging Technologies and IHL in Amman from 6 – 9 March 2023.
"Twenty-seven military operational and legal officers from the NAME region attended the workshop. It consisted of discussions amongst military and policy makers, initiated by keynote addresses and practical case studies by ICRC subject matter experts drawn from ARMSCOH and FAS units. It presented the ICRC views on the military applications of emerging technologies of warfare such as cyber capabilities, autonomous weapons, artificial intelligence/machine learning and military operations in relation to outer space. The discussion focused on the humanitarian risks associated with the adoption of such emerging technologies by the military and the legal and military operational challenges posed by them.
"This regional workshop was the first step ahead of opening avenues for further ICRC engagement with States in this Region, with a view to hosting policy debate and gaining a better understanding of the development of national legal views. As a follow up, it is intended for the ICRC to host an experts’ meeting next year with States in this Region to discuss these national legal views. As such, this workshop served as an enabler towards States formulating their policies linked to emerging technologies and their use in armed conflicts."
