Caption : North of Homs, besieged area of Al Houleh, health center of Kafr Laha village. There are only 14 doctors to serve the whole population. Qais, an-11-years-old-patient, suffering from a congenital heart disease, and now pneumonia, needs specialized treatment, however nothing is available in the town.

Description : In the last two days, Qais' condition has rapidly deteriorated and he was moved to a basic health center in Kafr Laha where he is seen now. He is not able to breathe without the aid of oxygen, a machine that cannot run without the assistance of a generator - which needs fuel. There is a scarcity of fuel due to the siege. Qais is in urgent need of medical evacuation, which is not presently possible under the siege.
News release on ICRC website, 23.03.2016 : « "[...]People in Al Houleh have been facing severe hardship for a long time," said the ICRC's head of office in Homs, Majda Flihi, who led the ICRC team into Al Houleh. […] Al Houleh has been under siege since 2012 and has been the scene of heavy fighting for months. The recent lull in fighting has allowed humanitarian organizations to access the area. […]".
