On 20 April 2016, the ICRC, together with the Kapisa branch of the Afghan Red Crescent Society (ARCS) organized a dissemination / discussion meeting with influential community leaders and representatives of security forces from Kapisa province. The representatives came from 3 districts where clashes between Afghan security forces and the armed opposition are regular since years: Tagab, Alasai and Nijrab districts. On top of regular deaths and injuries among the population, the fighting prevents the people from normally carrying out their activities, mostly agriculture. The risks to move, added to occasional blockades and controls by arms carriers, also makes it difficult at times to access health facilities. Due to the volatile security situation, the ICRC has no access to these three districts and ARCS only has limited access. Therefore, the representatives travelled from their villages to meet the ICRC/ARCS in Sayad. The ICRC and the ARCS shortly explained their way of working and detailed their main activities. The ICRC focused on the key aspects of the assistance it is able to provide in those three districts, while not having direct access: transfers of war wounded and human remains, as well as documenting cases of international humanitarian law violations and discussing them with the relevant armed actors. The bulk of the meeting was used to allow a discussion on the impact of fighting on the population between community representatives and the representatives of the security forces. This discussion was animated by both the ICRC and ARCS, with a focus on the humanitarian consequences and respect/violations of international humanitarian law.

-20 community leaders and representatives of Afghan national police (ANP), Afghan local police (ALP) and district representatives of the National directorate of security (NDS).
-4 ARCS representatives.
-2 ICRC representatives + the field based officer helping the ICRC in these districts.
