Description : The ICRC signed a Memorandum of Understanding with the Ministry of Internal Affairs and the Ministry of Health of the Kyrgyz Republic in December 2013 to start a pilot project on the provision of medical services (primary health care level) to persons held in temporary places of detention (IVS) in Bishkek, Balykchi, Jalal-Abad, Kara-Suu, Kyzyl-Kia cities.
Primary Health Care services entail the mandatory and timely medical examination of all persons taken into custody, the case detection of proper treatment and training of medical and non-medical staff (with ICRC’s technical support for the period of the pilot project).
The model of provision of medical services developed through the pilot project could allow the Government of the Kyrgyz Republic to replicate it in other IVSs and put in place a unified system of provision of medical services in all places of detention, regardless of the authorities in charge.
